“The Providence City Council encourages the City of East Providence to be mindful of the other members of the community and avoid loud, unnecessary, excessive … noise, as noise pollution can have direct adverse impacts on public health and diminishes the quality of life for surrounding residents” (emphasis added)
— Feb. 2023 resolution regarding noise from concerts at Bold Point Park
(This represents the only instance since the 2022 election that the City Council has acknowledged the existence of noise and its adverse effects on nearby residents, despite two consecutive annual mayoral polls indicating that more than 40% of city’s population — i.e., their constituents — is dissatisfied with excessive noise levels. Tellingly, the resolution was in relation to noise originating from outside of Providence. Presumably, noise generated inside the city has none of the effects described, and thus warrants no resolution or other action on the part of the City Council.)
