I needed to redecorate my house so that I had bookshelves and thick canvas on any exterior walls to try and create a noise buffer. I cannot afford new windows. It’d be great to have noise meters to collect information, but then we should plan to [implement both] passive and active noise-reducing elements in the city … Individuals are loud and careless because the city itself is loud with traffic, horns, and a drinking / nightclub culture in some neighborhoods and college areas. If we helped there, we wouldn’t need to punish individuals.”
